WHY NEED EMC/ SAFETY COMPLIANCE FOR HOME APPLIANCES?

Pursuant to regulations of Ministry of Science and Technology Vietnam (MOST Vietnam), manufacturers or importers have to obtain Safety approvals or EMC approvals for electrical and electronic home appliances to access Vietnam market. After obtaining Safety or EMC approvals, certificate holder will be granted a CR code and has to label products with CR marks (given CR code must be on the mark). Procedures to obtain Safety Approvals or EMC Approvals usually take 4 weeks lead time for per-lot certification and longer for 3-year certification with factory inspection depends on factory location.

WHICH KIND OF CERTIFICATE WILL BE REQUIRED AND HOW TO OBTAIN?

There are two types of certificates manufacturers or importers need to obtain for their electrical and electronic appliances to access Vietnam domestic market. EMC or Safety type approval certificates are required for home appliances for customs clearance process and Declaration of Conformity is required before products are sold to consumers.

Safety type approvals:

There are two types of safety approvals with different validity:

3-year safety approvals: Clients can obtain 3-year safety approvals with factory inspection. 3-year type approval certificate is valid for certified product model within validity of the certificate, regardless how many times the product model is exported to Vietnam.

Per-lot safety approvals: Per-lot safety approvals is to certify a single exporting lot only and factory inspection is not required.

Pursuant to QCVN 4:2009/BKHCN of MOST Vietnam, the below appliances are subjected to mandatory Safety approvals:

• Instantaneous water heater.
• Water heater with storage
• Hair dryer and appliances for hair care
• Electric kettle
• Rice Cooker
• Electric fan
• Electric iron
• Microwave oven
• Electric grills and similar portable cooking appliances
• PVC insulated wires and cables of rated voltages up to and including 450/750V
• Portable immersion water heaters
• Electric tea makers and coffee makers
• Electric hand dryer

EMC type approvals:

Clients can obtain 3-year EMC approvals without factory inspection. 3-year EMC type approval certificate is valid for certified product model within validity of the certificate, regardless how many times the product model is exported to Vietnam.

Pursuant to QCVN 9:2012/BKHCN of MOST Vietnam, the below appliances are subjected to mandatory EMC approvals:

• Instantaneous water heaters
• Motor operated portable electric drillers
• Fluorescent lamps with built-in ballasts
• Electric Vacuum cleaners
• Electric Washing machines
• Electric refrigerators and freezers
• Electric Air-conditioners

Declaration of Conformity

After obtaining Type Approval certificates, importer has to submit for Declaration of Conformity (DoC) to Authorities of Directorate for Standards, Metrology, and Quality (STAMEQ)

 

WHERE TO SUBMIT APPLICATION FOR SAFETY AND EMC TYPE APPROVALS?

Manufacturers and importer can submit type approval application to local certification bodies designated by STAMEQ in Vietnam. Each certification body has its own designated certification scope. Quacert – located in Hanoi city

Quatest 1 – located in Hanoi city
