Pursuant to Circular 42/2016/TT-BTTTT of MIC Vietnam – Regulations on list of radio, wireless, telecommunication devices and information technologies equipment (ITE) subjected to Type Approval, notebook or laptop computer (with WLAN) are subjected to Vietnam Type Approval. Lithium battery applied to laptop, notebook PC will also subjected to MIC Declaration of Conformity certification.
1. Applicable regulations.
Depends on specifications, notebook or laptop computer shall be regulated by the following Vietnam national technical regulations:
Technical requirements:
– QCVN 54:2011/BTTTT (EN 300 328)
– QCVN 65:2013/BTTTT (EN 301 893)
– QCVN 18:2014/BTTTT (EN 301 489-1)
– TCVN 7189:2009 (CISPR 22 / EN 55022) (required for DoC)
– QCVN 101:2016/BTTTT – item 2.6 (IEC62133) (required for DoC)
Technical regulations required in additional after July 01, 2018 (regulated by Circular 18/2017/TT-BTTTT)
– QCVN 112:2017/BTTTT ( EN 301 489-17)
If the device also has GSM / W-CDMA / LTE module, it will be subjected to additional national according technical regulations of MIC Vietnam.
In case notebook or laptop computer has no wireless connection, its shall be subjected to DoC only (Type Approval and Import permit are not required)
Application Dosier
Required documents to apply for Type Approval as follows:
– Type approval application form
– A copy of Vietnam business license of applicant
– Product specifications sheet or product data sheet
– Product photos
– Eligible test reports issued by local laboratories or oversea laboratories recognized by MIC Vietnam under MRA
A Verification and Certification Center of Viet Nam Telecommunications Authority (VNTA) shall review the application dossier and issue Type Approval certificate within 2 weeks if the application complies with MIC Vietnam and VNTA regulations.

After obtaining Type Approval certificate for laptop / notebook computers, applicant has to prepare a Declaration of Conformity dossier and apply again to VNTA for DoC.
Required documents for Declaration of Conformity as follows:
– Declaration of Conformity form
– A copy of type approval certificate of laptop computer
– Product specifications sheet or product data sheet
– A copy of Business license of applicant
– TCVN 7189:2009 report (CISPR 22 / EN 55022 or CISPR 32 / EN 55032)
– QCVN 101:2016/BTTTT report (or IEC 62133 report) of applied Lithium battery
– ICT Mark of applicant (TA mandatory type ICT Mark with both “NAME” and “CODE”)
