ProductWireless & Wired Router
Because of having radio interface and may cause harmful interference to other products, pursuant to Circular 42/2016/TT-BTTTT of MIC Vietnam wireless Router (Including 2G / 3G / LTE Router and Wi-Fi Router) will be subjected to MIC Type Approval and Declaration of Conformity. Importer also has to obtain import permit from Vietnam Telecomumnication Authority (VNTA) for customs clearance. Before distributing the product to Vietnam market, SDoC certificate for Wireless Router has to be obtained and ICT Mark has to be put on products also.
1. Applicable regulations for wireless Router and wired LAN Router.
Depends on specifications of wireless RF interfaces (Operating frequency bands and maximum E.I.R.P power of each band) national technical regulations applied for wireless Router will be regulated by Circular 42/2016/TT-BTTTT of MIC Vietnam and could be different for each model.
For 2G / 3G / 4G / LTE Router: According national technical standards (including RF and EMC standards) applicable for GSM, WCDMA, LTE will be regulated Circular 42/2016/TT-BTTTT or latest Circular of MIC Vietnam which may enter in effect and replace circular 42/2016/TT-BTTTT
For Wifi Router:
– If maximum E.I.R.P power of 2.4GHz bands is not over 20 dBm (100 mW), applicable technical regulation for this bands will be QCVN 54:2011/BTTTT (RF) and QCVN 18:2014/BTTTT (EMC).
– If maximum E.I.R.P power of 2.4GHz bands is over 20 dBm (100 mW) but not exceed 23 dBm (200 mW), applicable technical regulation for this bands will be QCVN 47:2015/BTTTT (RF) and QCVN 18:2014/BTTTT (EMC)
– If maximum E.I.R.P power of 2.4GHz bands is over 23 dBm (200 mW), the product will not be allowed to enter Vietnam market.
– From 01-July-2018, QCVN 18:2014/BTTTT will be replaced by QCVN 112:2017/BTTTT to be applicable for wireless Access Point
Operating frequency bands, maximum output power and other operating conditions of Wi-Fi Router must be complied with Appendix 10 of Circular 46/2016/TT-BTTTT of MIC Vietnam or latest Circular of MIC Vietnam which may enter in effect and replace circular 46/2016/TT-BTTTT.
TCVN 7189:2009: Vietnam standard for Information technology equipment – Radio disturbance characteristics – Limits and methods of measurement. (Equivalent to EN 55022 or CISPR 22) will be required for SDoC certification of Router (both wired Router and wireless Router)
Pursuant to Documents 886/BTTTT-KHCN – Official guidance for implementation of Circular 42/2016/TT-BTTTT, EN 55032 or CISPR 32 report issued by test laboratory recognized by MIC Vietnam under MRA is also valid for SDoC certification for Router (both wired Router and wireless Router)
2. Type Approval certification procedures and requirements for wireless Router:
Required documents to apply for Type Approval certificate as follows:
– Type approval application form
– A copy of Vietnam business license of local applicant
– Product specifications sheet or product data sheet
– Eligible test reports issued by local laboratories or oversea laboratories recognized by MIC Vietnam under MRA (recognized test scope must cover the applicable standards)
A Verification and Certification Center of Vietnam Telecommunications Authority (VNTA) shall review the application dossier and issue Type Approval certificate within 2 weeks if the application complies with MIC Vietnam and VNTA regulations.
3. Certification Authorities
Depends on register address of local certificate holder, application documents must be submitted to one of the following address
The Verification and Certification Center 1 of VNTA located in Hanoi: for applicants having register address in the North of Vietnam
The Verification and Certification Center 2 of VNTA located in HCMC: for applicants having register address in the South of Vietnam
The Verification and Certification Center 1 of VNTA located in Da Nang: for applicants having register address in the Middle of Vietnam
About this project
After obtaining Type Approval certificate for wireless Access Point, applicant has to prepare a Declaration of Conformity dossier and apply again to VNTA for DoC.
Required documents for Declaration of Conformity as follows:
– Declaration of Conformity form
– A copy of type approval certificate of product (for wireless Router)
– TCVN 7189:2009 or CE equivalent report
– Product specifications sheet or product data sheet
– A copy of Business registration license of applicant
– ICT Mark of applicant

Import permit process (for wireless Router)
Importer has to obtain Import permit for Wireless Router for customs clearance, required documents to apply for import permit as follows:
– Import permit application form
– Product specification or datasheet
– Type Approval certificate
– Commercial invoice for commercial shipment or Proforma invoice for non-commercial shipment
– Purchase Order for commercial shipment
– A copy of Business registration license of applicant
