ProductMobile Phone
Pursuant to Circular 42/2016/TT-BTTTT of MIC Vietnam– Regulations on list of radio, wireless, telecommunication devices and information technologies equipment (ITE) subjected to MIC Type Approval and Declaration of Conformity, mobile phone (including smartphone, feature phone, GSM (2G), W-CDMA FDD (3G), and LTE (4G) terminal devices is subjected to MIC Vietnam Type Approval, Declaration of Conformity certification. Importer also has to obtain import permit from Vietnam Telecomunication Authority (VNTA).
1. Applicable regulations.
Depends on specifications, Mobile Phone with a/b/g/n/ac/NFC/2G/3G/4G function could be regulated by the follows Vietnam national technical regulations:
Technical regulations required from October 01, 2017 (regulated by Circular 42/2016/TT-BTTTT)
– QCVN 12:2015/BTTTT (EN 301 511 and TS 151 010-1)
– QCVN 86:2015/BTTTT (EN 301 489-7)
– QCVN 15:2015/BTTTT (EN 301 908-1 and EN 301 908-2)
– QCVN 47:2015/BTTTT (RF for LTE – no ETSI standard equivalent)
– QCVN 54:2011/BTTTT (EN 300 328)
– QCVN 65:2013/BTTTT (EN 301 893)
– QCVN 18:2014/BTTTT (EN 301 489-1)
– QCVN 55:2011/BTTTT (EN 300 330)
– QCVN 96:2015/BTTTT (301 489-3)
– QCVN 101:2016/BTTTT – item 2.6 (IEC 62133 – required for DoC only)

Application Dosier
Required documents to apply for mobile phone Type Approval as follows:
– Type approval application form
– A copy of Vietnam business license of applicant
– Product specifications sheet or product data sheet
– Product photos
– Eligible test reports issued by local laboratories or oversea laboratories recognized by MIC Vietnam under MRA
A Verification and Certification Center of Viet Nam Telecommunications Authority (VNTA) shall review the application dossier and issue Type Approval certificate within 2 – 3 weeks if the application complies with MIC Vietnam and VNTA regulations.

After obtaining Type Approval certificate for mobile phones, applicant has to prepare a Declaration of Conformity dossier and apply again to VNTA for DoC.
Required documents for Declaration of Conformity as follows:
– Declaration of Conformity form
– A copy of type approval certificate of mobile phone
– Product specifications sheet or product data sheet
– A copy of Business license of applicant
– IEC 62133 report of applied Lithium battery
– ICT Mark of applicant (TA mandatory type ICT Mark with both “NAME” and “CODE”)
